Opportunity

The California Natural Gas Vehicle Partnership (CNGVP) was an alliance of air quality, transportation, and energy agencies, vehicle and engine manufacturers, fuel providers, and transit and refuse hauler associations that worked to expand the deployment of near-zero emission natural gas vehicles fueled by renewable natural gas (RNG) throughout California.

An association this broad brought real complexity. Every member organization had its own priorities, technical experts, approval processes, and decision makers, and the Partnership’s credibility with legislators, regulators, and fleets depended on speaking with one clear, technically accurate voice. CNGVP needed a partner who could keep dozens of stakeholders aligned, translate complex fuel and emissions data into accessible education, and sustain consistent outreach over time.

For more than a decade, TRC served as the Partnership’s outsourced communications and program management team: facilitating quarterly member meetings, developing unified messaging and collateral, leading legislative and regulatory education, and building and maintaining cngvp.org as the industry’s central resource hub. That long-running engagement culminated in TRC facilitating CNGVP’s merger with the California Renewable Transportation Alliance (CRTA), uniting the state’s renewable transportation advocates under one organization.

Approach

Facilitate Quarterly Meetings That Keep Dozens of Decision Makers Aligned

TRC planned and facilitated CNGVP’s quarterly member meetings, the Partnership’s primary forum for setting priorities and coordinating action across member organizations. Our team developed agendas, recruited speakers on policy and technology developments, prepared briefing materials, facilitated discussion among members with differing priorities, and documented decisions and action items. This consistent cadence kept a diverse coalition moving in the same direction between meetings, not just during them.

Develop Unified Messaging and Collateral for a Multi-Voice Coalition

TRC developed the Partnership’s brand identity and maintained a shared messaging framework, anchored by CNGVP’s ten guiding principles, that every member could deliver with confidence. Our team produced the collateral library that supported the coalition’s outreach: fact sheets, presentations, talking points, and technical summaries on natural gas vehicle technology, RNG carbon intensity, and funding programs such as HVIP and the Low Carbon Fuel Standard. Each piece was reviewed for technical accuracy and member alignment before release.

Educate Legislators and Regulators on Natural Gas and RNG Policy

TRC led CNGVP’s legislative and regulatory education program, ensuring policymakers in Sacramento and at agencies including CARB, the CEC, and local air districts understood the role of near-zero emission natural gas vehicles and carbon-negative RNG in meeting California’s air quality and climate goals. Our team prepared legislative briefing materials, coordinated member participation in education days and agency proceedings, and translated complex emissions and fuel supply data into clear, decision-ready resources.

Build and Maintain cngvp.org as a Library of Downloadable Resources

TRC designed, built, and maintained cngvp.org, the Partnership’s central hub for industry education. The site hosted downloadable fact sheets, emissions and fuel supply data, policy resources, member news, and the Partnership’s guiding principles, giving fleets, policymakers, and media a single trusted source for accurate information on natural gas vehicles and RNG in California.

Amplify Industry Milestones Through Coordinated Announcements

TRC managed media relations for the Partnership, coordinating announcements that required review and approval across multiple member organizations. Highlights include the first-ever carbon-negative milestone for California’s RNG vehicle fuel, announced in 2020 and reaffirmed in subsequent years, and a joint press event with Cummins at ACT Expo 2022 introducing the X15N 15-liter natural gas engine to the North American freight market. Each announcement positioned the coalition, not any single member, as the authoritative industry voice.

Results

CNGVP became the recognized voice of California’s natural gas vehicle industry, with its education and outreach model serving as a template for low-emission, alternative fuel initiatives in other states. The Partnership’s sustained advocacy supported a defining industry milestone: California fleets fueled with bio-CNG achieved carbon-negative transportation operations for three consecutive years.
